De centrale bank van Thailand overweegt het verbreken van de link van de baht met goud als een manier om het te verzwakken zonder door Washington als ‘valutamanipulator’ te worden bestempeld. Volgens gegevens van het US Census Bureau overschreed het handelsoverschot van Thailand in de 12 maanden tot eind november 2019 de 20 miljard dollar. Dat overschrijdt een plafond van 20 miljard dollar dat de Amerikaanse schatkist heeft vastgesteld voor bilaterale tekorten in de goederenhandel, en betekent dat Thailand 2 van de 3 criteria die nodig zijn om de economie en valuta aan de volglijst toe te voegen.
De Thaise baht steeg vorig jaar met 8% ten opzichte van de Amerikaanse dollar, de snelste appreciatie onder de grote Aziatische valuta’s. De VS zijn de op twee na grootste handelspartner van Thailand.
De baht heeft die winst meer dan verloren aan het begin van de Covid-19-uitbraak, maar is sindsdien hersteld te midden van de gouden ijver. De stijging van de goudprijzen heeft veel Thais ertoe overgehaald om hun bezit te verminderen, waardoor lokale winkels gedwongen worden om op de internationale markt te verkopen. De stap van het wisselen van dollars voor baht als onderdeel van het proces heeft ertoe bijgedragen dat de baht ongeveer 5% heeft gewonnen ten opzichte van het dieptepunt in maart. De Bank of Thailand zegt in gesprek te zijn met marktdeelnemers over het omzetten van lokale goudhandel in Amerikaanse dollars, inclusief futures, om de kracht van de baht te verminderen. Beleidsmakers klagen al lang dat de snelle winst van de baht de export van het land dreigt te schaden.
De baht was de afgelopen 4 jaar de best presterende Aziatische valuta, met een stijging van ongeveer 10% ten opzichte van de Amerikaanse dollar. Volgens cijfers van SCB Securities is de markt voor groothandel in goud in baht ongeveer 50 miljard dollar per jaar, of ongeveer 5 à 7% van de omvang van de Thaise valutamarkt.
UBS Group en ING Groep hebben beide gewaarschuwd dat Thailand het risico loopt op de Amerikaanse watchlist te komen voor valutamanipulatie. De BoT van haar kant heeft herhaaldelijk gezegd dat zij de valuta niet beïnvloedt om een oneerlijk concurrentievoordeel te behalen. Volgens het hoofd van het kapitaalmarktonderzoek bij Kasikornbank in Bangkok:
“Als de BoT de traditionele managed float zou gebruiken, zou hij deze als potentiële manipulator op de radar van de Amerikaanse schatkist plaatsen. Maar niets doen zou gelijk staan aan de voortzetting van het verlies aan concurrentievermogen van de baht. “
“Of de voorstellen voor goudhandel worden goedgekeurd, hangt af van de bereidheid van de volgende BoT-gouverneur om te experimenteren met niet-conventionele monetaire maatregelen.”

Thailand’s central Bank is mulling breaking the baht’s link to gold as a way to weaken it without being labelled a “currency manipulator” by Washington. According to US Census Bureau data, Thailand’s trade surplus surpassed US$20 billion in the 12 months up to the end of November 2019. That exceeds a $20 billion cap the US Treasury sets for bilateral goods trade deficits, and means Thailand violates 2 of the 3 criteria needed to add its economy and currency to its watchlist.
The Thai baht rose 8% against the US dollar last year, the fastest appreciation among major Asian currencies. The US is Thailand’s third-biggest trading partner.
The baht more than shed those gains at the start of the Covid-19 outbreak but has since rebounded amid the gold fervour. The surge in gold prices has convinced many Thais to reduce their holdings, forcing local shops to sell in the international market. The step of exchanging dollars for baht as part of the process has been a factor in helping the baht gain about 5% from its low in March. The Bank of Thailand says it’s in talks with market participants about converting local gold trading to US dollars, including futures, to reduce the baht’s strength. Policymakers have long complained the baht’s rapid gains threaten to damage the country’s exports.
The baht has been the best performing Asian currency over the past 4 years, appreciating about 10% against the US dollar. The market for wholesale gold trading in baht is about US$50 billion a year, or about 5% to 7% the size of of Thailand’s foreign exchange market, according to figures from SCB Securities.
UBS Group and ING Groep have both warned that Thailand is at risk of being added to the US watchlist for currency manipulation. For its part, the BoT has repeatedly said it does not influence the currency to gain an unfair competitive advantage. According to the head of capital market research at Kasikornbank in Bangkok:
“If the BoT went about with the traditional managed float, it would place it on the radar of the US Treasury as a potential manipulator. But to do nothing would equate to the continuation of the loss in the baht’s competitiveness.”
“Whether the gold trading proposals are approved depends on the willingness of the next BoT governor to experiment with non-conventional monetary measures.”
